In short
The essentials
- College Board owns the SAT and its dates, fees and centres
- IELTS.org is the joint IELTS site; in Saudi Arabia the test is delivered by the British Council and IDP
- Cambridge English co-owns IELTS and owns the Cambridge exams and their score scale
- ETS owns the TOEFL iBT and its Home Edition
- Dates and fees change at the body itself, so every row here carries a direct verification link
Direct answers
Who is officially responsible for each test?
Every answer traces back to the body that owns the fact, not to an Apostrophe opinion.
Who owns the SAT?
College Board is the body that owns the SAT and sets its format, dates and fees, and authorises its centres.
The currently published schedule is the 2026–2027 school year, and each test date has its own registration deadline.

Who delivers IELTS in Saudi Arabia?
In Saudi Arabia IELTS is delivered by the British Council and IDP, while ownership of the test is shared between them and Cambridge English.
That is why dates and seats differ between the two organisations while the format and band scale stay identical.
Official source: British Council Saudi Arabia — dates and fees
Who owns the TOEFL?
ETS owns the TOEFL iBT and its Home Edition, and it is the body that introduced the shorter format in force since January 2026.
Official source: ETS — TOEFL registration
What is Cambridge English's role?
Cambridge English co-owns IELTS and separately owns the standalone Cambridge exams and the Cambridge English Scale.
Important exception: If your university specifically asks for a Cambridge exam, score and validity policy is read from Cambridge and the university, not from the IELTS pages.

Why don't you restate every figure here?
We publish the figures the bodies announce as fixed policy, and point to the booking system for anything that changes per administration, such as seats and some country-set fees.
Everything on this page was last checked on 1 September 2026.

Who owns what: the five bodies
Confusing who delivers a test with who owns it is the single biggest source of wrong exam information. The owner sets the format, the scoring and the policy; the delivering organisation opens the sessions and collects the fee inside the country.
- College Board — owns the SAT: digital format, annual schedule, international fees and centre authorisation
- IELTS.org — the joint official IELTS site: test types, sections and how band scores are read
- British Council — an IELTS delivering organisation in Saudi Arabia: dates, SAR fees and test locations
- IDP IELTS — the second IELTS delivering organisation in Saudi Arabia, with its own booking system
- ETS — owns the TOEFL iBT: format, the 0–120 scale, fees and the Home Edition
- Cambridge English — co-owns IELTS and owns the Cambridge exams and the Cambridge English Scale
SAT — the latest from College Board
The SAT is now fully digital and taken through the Bluebook app, and the official schedule is published per school year with its own registration deadline for each test date.
- Currently published schedule: 2026–2027 (22 August, 12 September, 3 October, 7 November, 5 December 2026, then 6 March, 1 May, 5 June 2027)
- Deadlines expire 11:59 p.m. U.S. Eastern Time
- Fees in force internationally: US$68 registration + US$43 international fee = US$111, with US$38 for late registration
- Centre and seat lists are not published as a fixed table: they appear in the centre search inside your account at registration
IELTS — the latest from the delivering organisations
There is no single annual IELTS calendar: each centre opens its own sessions, which appear in the booking system once you pick a city and version. Fees are paid in Saudi Riyals to the delivering organisation.
- Published fee in Saudi Arabia: SAR 1,636 for Academic and General (paper or computer)
- Results: 1–5 days for computer-delivered, 13 days for paper-based
- UKVI policy in Saudi Arabia: computer-delivered only with the British Council; the paper version is no longer offered
- Coverage: 17 British Council test locations and 31 IDP test centres
TOEFL — the latest from ETS
The most significant recent TOEFL policy change is the shorter format introduced in January 2026, which made the Reading and Listening sections adaptive.
- Format in force: the shorter updated format, since January 2026
- Dates: frequent year-round at authorised centres and via the TOEFL iBT Home Edition
- Express registration is available up to 7 days before the date for US$49; rescheduling costs US$69
- The base fee is set per country, appears inside your ETS account once you select Saudi Arabia, and excludes tax
Cambridge English — where its role shows up
Cambridge English co-owns IELTS alongside the British Council and IDP, and it also owns the standalone Cambridge exams (such as B2 First and C1 Advanced) and the Cambridge English Scale that some universities use to compare levels.
If your university asks for a Cambridge exam instead of IELTS or TOEFL, the reference is Cambridge's own pages, not the IELTS pages.
- Co-owner and co-developer of IELTS
- Owner of the standalone Cambridge exams and the Cambridge English Scale
- Cambridge results are not treated the same way universities treat IELTS/TOEFL validity — check the university's own policy
How to verify for yourself before paying
The working rule: any figure or date you read anywhere — including here — should be seen on the owning body's own page, or inside its booking system, before you pay.
- Open the owning body's link from the source list at the bottom of this page
- Confirm the test version and the fee on the same booking page you will pay from
- Confirm the test date and its registration deadline together, not the date alone
- Confirm the university requirement (test type, score and validity) on the university's own page
